The Substance Abuse division has been in existence for more than 35 years providing vital resources to the community. In that time, it has embraced a multi-faceted approach for both substance abuse prevention and treatment in Southeast Texas that impacts many lives each year. Comprised of 6 different programs, the Substance Abuse division keeps:
    Regional Alcohol and Drug Abuse Advisory Committee (RADAAC)
    South East Texas Treatment Access Services (SETTAS)
    Southeast Texas Access to Recover Services (STARS)
    South East Texas Management Network (SETMN)
    Jefferson County Tobacco Coalition
    Youth Advisory Board (YAB)
SETRPC – Substance Abuse Division is certified by the Texas Certification Board of Addiction Professionals to provide Continuing Education.

South East Texas Treatment Access Services (SETTAS) provides screening, referral and assistance with placement in substance abuse services for Hardin, Jefferson and Orange Counties. SETTAS is staffed with licensed counselors that assist individuals and/or their family with finding the appropriate services. These programs also provide outreach and education to ensure the community is informed and has access to available services.
Southeast Texas Access to Recover Services (STARS) assists employers in finding the best drug-free employee for the job. The STARS program utilizes the SASSI (Substance Abuse Subtle Screening Inventory) to identify individuals with possible substance abuse and dependency problems. This tool has been utilized since 1988 in a variety of settings including criminal justice, employee assistance, educational institutions, mental health facilities, medical practices and vocational situations.
South East Texas Management Network (SETMN) is a model program for the state of Texas and is the only Network Management Organization in the state of Texas. SETMN is unique in that the entire HHSC Region 5 area that includes 15 counties from Jefferson County to Nacogdoches County is served by subcontracting Prevention, Intervention and Treatment services with 9 different Providers operating more than 38 programs.
